New homes to be built within walking distance of Redhill, Clementi MRT stations

The Urban Redevelopment Authority prepared a plot for each town on January 26.

It proposed an amendment to its 2019 Masterplan that rezoned the roughly 1.5ha site on Tanglin Road next to Crescent Girls’ School from civic and community institutions to residential, giving it a plot ratio of approximately 4.2.

The agency increased the gross plot rate of a housing lot – approximately 1.6ha in Clementi Close – from 4.3 to 5 percent. The two plots are roughly the size of two football fields.

URA stated that the Tanglin Road development site will be used to develop a high-density housing project with commercial amenities, social and communal facilities and recreational opportunities along Alexandra Canal. Residents can also take advantage of its proximity to Redhill Station MRT and recreation offerings.

The agencies will examine how to develop the site in a sensitive manner, taking into account the surrounding residential developments. They will also pay attention to the height and size of the new housing project.

The site is located near the High Commission of Brunei, a residential enclave as well as Crescent Girls’ School. Redhill MRT Station is within 500m of the future residents.

Ms Sun, like Mr Mak, noted that the site was close to Orchard Road and schools. These amenities would be attractive to prospective buyers who intend to invest or live in these upcoming homes.

The Clementi Close site partially occupies the site that was vacated by a Selective en bloc Redevelopment Scheme (Sers) project announced in March 2005, as part of an effort to rejuvenate Clementi Town Centre.

URA stated that its proposal to intensify the site would help meet housing requirements and allow more people the convenience of being close to public transport and amenities.

The future homes will be located within 350m of the Clementi MRT Station, next to the Clementi Polyclinic which will be completed by 2027. They will also be near Clementi Town Primary School and Clementi Secondary School.

Mr Mak pointed out that it was difficult to determine what kind of housing would be built on the plot because of the mixture of public and private homes.

Analysts estimated that based on its size and plot ratio it could accommodate 920 to 1,00 condominium units, or 650 to 730 flats.

Ms Sun, and Mr Mak, both stated that a Build to Order (BTO) on the site could fall into the new Plus category if launched in October 2024 under the Housing Board’s system.

Mr Mak stated that the flats will be located near an MRT but outside of the central region.

The new Plus flats will be available alongside Prime flats in prime locations near the city centre, and Standard flats with standard subsidies. They are a step below Prime flats. Plus flats in Singapore are located in desirable locations, including those close to MRT stations and town centres.

Like Prime flats, Plus flats will also have a minimum 10-year occupation period.

Mr Mak said that BTOs in Clementi were hard to find – the latest was launched in 2017.

Redhill and Clementi are not on the list of BTO projects or the Government Land Sales list.
